REQUEST FOR PROPOSAL GARBAGE/RECYCLING SERVICES-TOWN OF VIENNA

The Town of Vienna, Dane County, is seeking proposals for Garbage/Recycling Collection for a five year contract beginning January 1, 2018.  Please submit all proposals marked “Garbage/Recycling Proposal” to:  Kathleen Clark Clerk, Town of Vienna, 7161 County Road I, DeForest, WI 53532.  All proposals must be received by 3:00 p.m. Thursday, September 7, 2017 to be opened at the September 18, 2017 Town Board meeting.

Description of Town of Vienna

The Town of Vienna is located in Dane County.  The Department of Administration 2016 estimate of population for the entire Town is 1,532 with approximately 461 residential sites.

Current Contract

The garbage collection is done bi-weekly by Town section.  The east side is collected one week with the west side being collected the opposite week.  Garbage and recyclables are collected every collection day.  Included in the collection is general household trash and refuse.  Currently the Town collection day is Tuesday.  Christmas tree pick up 3rd week of January and 3rd week of March.

Award of Contract

The Town will consider a number of factors when deciding which Contractor will be awarded the contract.  While price will be the main factor, the Town will not compromise quality of work, variety of services provided, professionalism or ethical considerations when making its decision which applicant is awarded the contract.  The Town reserves the right to make the decision which applicant is awarded the contract and said decision may be based on any factors the Town chooses.

Rejection:  Waivers

The Town reserves the right to reject any and all proposals, waive formalities, technical deficiencies and irregularities, or otherwise solicit new proposals if some other manner of negotiation better serves its interests.

Competency of Contractors

The opening and reading or posting of proposals shall not be construed as acceptance by the Town of the Contractors as being qualified, responsible candidates.  The Town reserves the right to independently determine the competence, financial and operational capacity of any Contractor.  All Contractors shall cooperate with the Town in its attempts to determine competency.

Indemnification and Insurance

The Contractor shall be required to indemnify and hold harmless the Town, and its officers from and against all liability, claims and demands, on account of any injury, loss, or damage, or any portion thereof, is caused by, or claimed to cause by, the act, omission, or fault of the Contractor or any subcontractor of the Contractor, or any officer, employee, or agent of the Contractor or subcontractor, or any other person for whom the contractor is responsible.

The Contractor or subcontractor of the Contractor shall be required to carry at their own expense worker’s compensation insurance, comprehensive general liability used in performance of the contract.

Compliance with laws

The contractor shall be responsible at its expense for obtaining and complying with all necessary permits, ordinances and laws.

Requirements for the RFP submissions

The Town of Vienna is requiring all RFP submissions to contain:

1.     Contractor’s definition of garbage and cost for collection.  Provide the cost for weekly and bi-weekly garbage collection for comparison costs.

2.     Define and list costs for other household/residential garbage collection.

3.     Provide a listing of allowable recyclables to be collected

4.     List any other services provided and the cost involved.

Request for Qualifications Comprehensive Outdoor Recreation Plan Town of Rome, WI

The Town of Rome is seeking proposals to develop a Comprehensive Outdoor Recreation Plan (CORP) for our community.  The Town has several significant recreational assets it either owns itself (a multipurpose room, ball field, dog park, new splash pad park, nature center, Dyracuse Recreation Park) or has located in the Town owned by others (Tri-Norse, Sand Valley Golf Resort, Arrowhead Golf Course, Wisconsin Trap Shooters Home Grounds Range, Adams County boat launches, parks and ATV trails).  While most activities are outdoor activities, the one community room has a constant stream of use.

Add to all this we are developing additional hiking and biking opportunities, both private and public. Last, but certainly not least, we have access to four different lakes and thousands of acres of MFL land. The Town is also home to a number of smaller, private subdivision owned recreation facilities.

Road Crew Foreman - Town of Washington, Eau Claire County

The Town of Washington, south of Eau Claire, is the 12th largest town in the State with a population of 7,300 and 100 miles of roads. Due to a retirement, we have a full-time job opportunity for a working Road Crew Foreman. The Foreman is responsible for scheduling, supervising, and leading all aspects of road maintenance and construction and works with the road crew daily in carrying out road department functions. The Town of La Pointe is looking for a Clerical Assistant to greet and direct the public and to perform general clerical and office procedures.  A Clerical Assistant should be dependable, able to handle stressful situations, detail-oriented, and able to take initiative.

This is a full-time position at 40 hours per week, daytime hours, Mondays through Fridays, with benefits.  Pay range: $17-$19 per hour.  Estimated start date: November 1, 2017

The Town of La Pointe is located on Madeline Island, the only inhabited island of the Apostle Islands. The Town of Bristol, Dane County, providing local services to 4,100 residents living just north of the City of Sun Prairie, is seeking a qualified individual to fill the position of Public Works Supervisor.

This position is accountable for the day-to-day public works related operations of the Town, including the maintenance of the Town Office, shop/garage, parks and public areas, road conditions, drainage, and tools/equipment. This includes frequent routine inspection of the areas listed, determining repairs/corrections to be accomplished in an expeditious, cost effective manner.

Most work is self-directing and can be accomplished with assistance from available staff, however, where contractor, regional government (City of Sun Prairie, Dane County, etc.), or primary utility assistance is required, contact is to be made and cost/timing determined for approval; except in the case of emergencies where a threat to public safety exists.

Public Works Director/Highway Commissioner

Applications are now being accepted for a permanent full-time Public Works Director/Highway Commissioner position with Dunn County, Wisconsin. 

This position entails advanced administrative and managerial work in planning and directing the activities of the Dunn County Public Works Department, which includes the Divisions of Highway, Facilities & Parks, and Transit. Work is performed under the supervision of the County Manager and under policy direction from the Dunn County Board of Supervisors Highway Committee, Facilities Committee, and Transit Commission, and in accordance with all applicable State Statues and County ordinances.

Dunn County has approximately 425 centerline miles of County Truck Highway, 520 lane miles of Federal and State Highways, including approximately 50 lane miles of interstate (I-94) in both the east and westbound directions. The FY2017 budget is approximately $17.2 million.  The Department has +90 full, part-time, contracted employees, including a Parks & Facilities Manager and Transit Manager who report to the Public Works Director.  The Highway Division includes an Engineer/Superintendent, Patrol Superintendent, and Shop Superintendent.

Requirements:

·          Bachelor’s Degree in Civil/Construction Engineering, Public Administration or related field.

·         Six (6) years or more direct experience in management/supervisor and municipal public works operations.

·         Equivalent combination of education and experience which provides the necessary knowledge, skills and abilities may be considered.

·         Registered as professional engineer in the State of Wisconsin preferred.

Essential Functions:

·         Provides overall coordination and management of repair/maintenance on the highways under Wisconsin DOT jurisdiction including the State and Federal highway system.

·         Plans, coordinates, directs, and supervises the various programs and activities of the department, including the Divisions of Transit and Facilities & Parks.

·         Prepares and administers departmental operating budget.

LTE AIS Project Assistant

Oneida County Land and Water Conservation is accepting applications for three AIS (Aquatic Invasive Species) Project Assistant positions.  These LTE (Limited Term Employee) positions assist the AIS Coordinator with planning and implementing the Oneida County AIS program for prevention and control of aquatic invasive species in Oneida County and cooperates with other AIS partners to achieve the goals and objectives set forth in the Oneida County DNR AIS Education Grant.  Two positions are for 600-hours at $12.00 per hour and one AIS Field Lead position is also available for 1000 hours at $14.00 per hour.  Employees will be compensated for mileage during the work day.
